In Account Admin there is a new SCM Setting that allows customers to decide if anonymous users have access to public comments on a shipment via Share shipment link. The SCM Setting, Access to comments via share shipment link, can be set to No access or Read and write. The default setting is No access.

Internal and public comments are differentiated by colour as shown below. Gray is for internal comments (right indentation) and light blue for public comments (left indentation):
